If you care at all as to who is to blame for the lack of a peaceful settlement to the Israeli-Palestinian conflict; then you must look back into history for your answers. After reading the above cited factual analysis as it relates to Palestinian motives in this conflict, you must come to the conclusion that it is the Palestinians who are blocking peace in the Middle East.
How can Israel make peace with a neighbor whose real intent is the destruction of Israel??? As usual, history is the best teacher.
